CSRE Limited was created to act as the "bridge" between the UK customer and
Chinese manufacturers for rolling stock and related equipment.
CSRE has developed a range of rolling stock products that are appropriate for the UK
market and introduced these to its Chinese manufacturing partners.
CSRE is working with its partners and the European equipment and specialist
engineering supply chain to progressively introduce its product range to the UK
market, beginning in 2012/13 with Pulsar DMUs. Based on a maodular philosophy, a
number of common parts and sub-assemblies are shared by different products within
the range, reducing the size of the spare parts inventory for the customer and
improving value for money by providing economy of scale in the supply chain.
CSRE was established in early 2007 by its current Managing Director, David Shipley,
who has been working with the Chinese rolling stock industry in various capacities
since mid 2003.

Shipley began his career in the oil & gas
industry as a safety systems specialist, before
entering the rail industry in 1989, via the
nuclear sector.
As electrical production engineer at Hunslet
TPL's Leeds assembly facility, Shipley was
deeply involved in the introduction of the Class
323 EMU, later establishing a technical
documentation business, producing manuals
for the Inter City Central Door Locking Project,
the Irish Rail / NIR Enterprise carriage fleet and
the KTMB Class 82 EMU fleet.
In 1996, Shipley was invited to establish a
railway division for specialist engineering
consultant INBIS Technology Limited and he developed a niche market opportunity
for the design and supply of catering related interior systems, successfuly
completing projects for Alstom (Pendolino & Adelante) Bombardier (Voyager),
Railcare (Class 317 Stansted Express) and AdTranz (Turbostar).
After a brief period working for Bulgarian State Railways in 2000-01 on a
locomotive re-engining project, Shipley joined Interfleet's London team as firstly a
Senior then latterly a Principal Consultant, advising SRA and others on franchise
bidding. It was whilst with Interfleet that he became acquainted with the Chinese
rolling stock industry, a career path that he has followed ever since.
